Telegram received from Peking, September 25, 1908.
BOARD of Communications (Yuchuanpu), Peking, agree to following clause in loan Agreement: "Of this loan Chinese Government will employ 4,000,000l. in Europe to complete redemption of certain railway loans, balance will be employed by Board of Communication (Yuchuanpu), Peking, for productive work of public utility." With reference to the foregoing, banks must give Board of Communication (Yuchuanpu), Peking, joint letter undertaking they will not interfere at any future time in affairs of said railway and productive works. With reference to the foregoing, we strongly urge you to accept at once, it is impossible to obtain better. British Minister, Peking, requests you to communicate the preceding to Foreign Office. We will wire you further to-day.

Telegram received from Peking, September 25, 1908.
WITH reference to clause 5, draft Agreement, 31st August, change as follows: "Principal and interest of this loan will be paid from surplus revenue of various productive works controlled by Board of Communications (Yuchuanpu), Peking; if these insufficient, other revenue will be selected to make up deficiency." Re our wire of to-day, we confirm 5,000,000l., price 94 per cent. full first coupon; 3,760,000l. nett must be available 10th December. Wire us when you can pay balance. We have promised it will be earliest date possible in consideration of concession of first coupon.
